This painting shows the Council Hall of the City Hall of Leiden. It is the right front panel which takes part of a dubble diptych Bert has made of the City Hall. On the right side of the painting the ayatollahs seem to be subject to a Court decision taken by the council on the left side. Iran has changed its course after heavy protests of the population, admitting to unintentionally shooting down a Ukrainian passenger jet with 176 people on board in the first week of January 2020 when Bert was working on this painting. Iranian President Hassan Rouhani said Iran "deeply regrets this disastrous mistake," and Iranian Supreme Leader Ayatollah Ali Khamenei offered his "deep sympathy" to the victims, who were from Iran, Canada, Ukraine, Sweden, Afghanistan, Germany, and the United Kingdom. Ukrainian President Volodymyr Zelensky said Kyiv expects Tehran to launch a "full and open" investigation and "bring those responsible to justice." Rouhani said investigations and prosecution would continue.
